For if, when we enemies, we were reconciled to God by the death of his son, much more, being reconciled, we shall be saved by his life.

Mankind was under sin due to the original sin done by Adam. However, God reconciled mankind back to Himself by having His Son be the sacrifice for sin. That means that mankind is technically back in harmony with God. A person still has to believe in God in order to gain access into His kingdom.
The reconciliation also allows for a person to be saved. Since the Son of God was resurrected, then whoever believes will also be resurrected as well due to that harmony that God has already established with mankind. Whoever chooses to take advantage of what God has done will be saved.
